English Cities Fund (ECF) and Gateshead Council have signed a deal to deliver the Baltic Quarter development—a major 1,600-home regeneration project. It will transform land on the south bank of the River Tyne.
The site sits near the Baltic Centre for Contemporary Art and Sage Gateshead. Plans include private, affordable, and social housing. There will also be new public spaces, walkways, and green infrastructure.
Councillor Martin Gannon, Leader of Gateshead Council, said: “This partnership helps us deliver high-quality homes in a landmark location. The Baltic Quarter will meet housing needs and improve riverfront access.”
ECF is a joint venture between Muse Developments, Legal & General, and Homes England. The team will lead the project. They have experience with large urban schemes like Newcastle’s Stephenson Quarter.
“This is more than a housing project,” said Stephen O’Malley, Development Director at ECF. “The Baltic Quarter development creates a liveable neighborhood next to world-class cultural venues.”
The plan supports Gateshead’s Local Plan and regional housing targets. It also aligns with national net-zero goals. Homes will use low-carbon materials and energy-efficient design.
Construction is expected to start in late 2026. The first homes should be ready by 2028. The full build-out may take up to 10 years. Hundreds of jobs will be created during construction.
With strong public-private collaboration, the Baltic Quarter development marks a new chapter for Gateshead—one focused on growth, sustainability, and community.
